At first glance this looks like a complicated movie-plot that has the CIA wresting foreign policy control from a sitting President. On closer examination it simply looks like a typical, bloated, unaccountable US Government agency where the right hand doesn't know what the left hand is doing - possibly a more dangerous situation where this agency is concerned. Hey Porter, who's running the ship over there?
